The Maritime Institute of Technology and Graduate Studies and the Maritime Conference Center is pleased to serve as the location for Operation DGAR's Restriction of Movement (ROM)/Quarantine. The goal of Operation DGAR is to ensure safe, timely transportation of personnel to/from Diego Garcia. The information provided here outlines how to ensure your health and safety, the precautions being taken by the organizers, a timeline of events, POC information, and procedures in place in the event that one may become ill.
This is about everyone's wellbeing. Failure to comply with these guidelines may risk the health of your shipmates and fellow travelers and result in adverse administrative or financial consequence for you or your sponsor company, including being expelled from the ROM event. View ROM Orientation video here:Learn more about MITAGS:Founded in 1967 by the International Organization of Masters, Mates and Pilots (IOMMP) and its contracted shipping companies, it moved to the Linthicum Heights Campus in 1972. Currently, it’s located just minutes from one of the United States most efficient public transport hubs that provides a seamless connection to most domestic and international locations. The school (MITAGS) and conference center (MCC) has an impressive campus that includes a 232-room hotel, a 350-seat auditorium, 45 classrooms, a 450-seat dining room and an advanced simulation technology center. It is also home to the International Longshoremen's Association Crane Training Center. This state-of-the-art crane simulator, one of six in the world, provides realistic training for ship gantry, ship pedestal, dock gantry, twin lift and mobile cranes. Another facility, MITAGS' West Coast Campus, is located in Seattle, Washington.

Frequently Asked Questions
Do you have refrigerators and microwaves in the guestrooms?
Yes, there is a refrigerator in each guestroom. Microwaves are available on each guestroom floor as well as inside the store next to the front desk.
Can I have items mailed to the property?
Yes, but it needs to be quarantined in our storage room for 3 days before it can be picked up. Outside food delivery is not allowed during ROM.
Can I order food or alcohol?
Breakfast, Lunch and Dinner are included in your guestroom package. Meals are grab and go from the Chesapeake Dining Room. Specific mealtimes for ROM guests are as follows:
Breakfast: 0800-0900
Lunch: 1300-1400
Dinner: 1830-1930
Kindly advise of any specific food intolerances so our Chef can work to accommodate your needs.
After commencement of the ROM, food deliveries from outside the MITAGS-MCC property are prohibited. Examples of prohibited outside food delivery services include, but are not limited to the following: DoorDash, GrubHub, UberEats, InstaCart, etc.
After commencement of the ROM, alcohol deliveries and patronage at the bar are prohibited.

Is there shuttle service available?
Shuttle service will be provided for guests arriving to BWI Airport or BWI Amtrak Station. Please receive your luggage from baggage claim and then call 866-900-3517 so we can dispatch our shuttle.

Are Face Coverings required?
Yes, face coverings must be worn AT ALL TIMES outside of your guestroom, including everywhere inside or on the grounds of the MITAGS-MCC property. See ROM Procedures for specifics about the kind of face covering to be utilized. Should a guest forget their face covering, the front desk can provide one.
What are your social distancing requirements?
All ROM participants are required to maintain a minimum of 6 feet of distance from others at all times. If short periods of interaction amongst ROM participants are required, it must be limited to a maximum of 3 people and 5 minutes, even if outside.
Can a friend of family member visit me during rom?
No, visits from family, friends or others is strictly prohibited. Should such action occur, the safety and wellbeing of the entire operation could be jeopardized. Therefore, any violation of this policy will result n expulsion of the involved participant from the ROM event.
WherE can I smoke?
No smoking or vaping (NDD) is allowed in individual rooms or inside the MITAGS-MCC buildings. Always use the designated outdoor smoking locations. While there, maintain 6 feet from any one person and minimize contact with surfaces.
Are laundry services available?
Self-service laundry room is provided on the 5th floor of the North Tower. The machines are free and complimentary laundry soap is provided. Laundry times for ROM participants are daily during 0800-1600. Do not congregate in the laundry room.
Will there be houskeeping services Available?
Fresh linens, towels and amenities will be delivered outside your door after approximately 6-8 days. Used linens should be left outside your door in a plastic bag provided by the staff. If someone needs additional linens, fresh towels, etc. prior to scheduled service, please call the front desk and we will deliver via contactless delivery (i.e., left outside door).
How long is the ROM period?
All members will arrive at MITAGS-MCC on the day prior to ROM commencement, and will remain in ROM/quarantine for a fourteen (14) day period.
When will covid testing take place?
COVID testing will occur on ROM days 1 and 14.
What if I need to shop for something?
At your expense, you are permitted to go shopping after flight arrival and prior to 0001 on the first day of ROM. If you need groceries or emergency items as the ROM progresses, please inform your senior officer or sponsor.
MITAGS-MCC has a provisions shop with snacks, beverages, and incidentals which is located next to the front desk and open 24 hours a day.
